The Higher Education Students Financing Board (HESFB) projects to facilitate the benefits of higher education to Ugandans both in public and private Universities. Established by the Higher Education Students Financing Act of 2014.
It is governed by a board made up of a chairperson, members, the executive director, and other staff. This body supports Ugandan students furthering their education in any recognised institution across the public and private sectors through a student loan scheme.
Student Loan Scheme Eligibility. To be eligible for the First Year Students’ Loan AY2023/24 application, one must:
- Be a Ugandan citizen.
- Be admitted in a recognised higher education institution (public, private chartered, or tertiary).
- Must be pursuing servieship (STEM) or must be on affirmative action programmes.
- Must show financial need.
- Be in first-year of study.
- Not be a beneficiary of other scholarships or sponsorships.

In both cases, you go with your deposit slip and submit to HESFB office and attach payment receipt with application form.
HESFB provides comprehensive sponsorship for other disadvantaged groups that include opportunity for scholarships. These are offered to persons who qualify for training specifically at accredited training programs at the listed institutions by HESFB and others like the Mastercard among others. Contact offices of the respective institutions for details.

Persons with disabilities can apply for any course of study (medical related courses excluded for Public and OPFOR Education) at any of the accredited institutions.
